I can’t be a bottom because my hips are too narrow (25/33 WHR). If I was really born a bottom I would have wider hips.

Even though his hip measurement is objectively larger than yours, he would not appear very feminine. His waist size would be very close to his hip size, giving him a whr close to 1 which is very UNfeminine.Meanwhile, your hip size is objectively smaller, but is, in proportionate to your waist, in line with the feminine ideal, being a whr of .75 with the feminine ideal being considered .77, and below .8 being practically unheard of for men.
