If it's about having behavioral traits then there are different cultures with different behavioral traits. So what makes gender different than race?

Race has always been and will continue to be relevant. The elite have seen the effects of having othering groups infiltrate certain regions and contribute to the global demise of isolated groupings trying to keep to themselves.
