Well, you could argue it had somewhat of a resurgence with some indie rock bands in the 2000s but those were really just a continuation of britpop, very different from old gritty rock, certainly not as focused on being counterculture as rock was (which was a big part of why long hair became common in rock, as a fuck you to society, likewise with tattoos before they were appropriated by avocado toast millennials)

I let my hair grow a couple years before long hair on guys revived, everyone would still bother me tho, "you look like a girl", "cut your hair, fag", it was funny because that was the reason I let it grow, then other guys around me tried to grow their hair for some reason but they couldn't endure it. Girls really liked my hair tho, "OMG it's so beautiful, can I touch it?", "waow is your hair real?", too bad I wasn't attracted to them.
I had my hair long in high school as a repper but didn't know how to properly take care of it so I was extremely greasy. I'd get teased about it a lot, even when eventually I learned how to manage it and would get constant comments about how I needed a haircut. Additionally, my step dad who was a teenager in the 80s or 90s also had long hair at that time and from what it sounds like he probably had it way worse.
