Basically all governments are far, far better on smaller scales. I'd love my city to be anarchist, so sure, that works. However, I also can't deny that if a state's borders were as big as a single city and perhaps some surrounding land, both communism and democracy would work far better than they have in the large-scale examples we have. I think the only "government" that would do best on a large scale is anarchism, because there's no central authority to fuck up someone's life from across the continent, but if a small area decides that they want to organize some democracy, I don't give a fuck as long as it's not my area and nowhere near me.
Again, while I vaguely consider myself an anarchist, I wouldn't say I know how it works or have as specific opinions on it as much as I do the dissolution of empires. I'm not larping anarchism because I don't really claim to be an anarchist, at least not mainly, just anti-imperialist
