But if you mean this is part of a world model and thus is covered by consciousness, if something is outside the world model, then it is still true even if not cogitated so far
e g it is consciousness that has to catch up to truth and the truth is always what it is regardless

i think they exist as the potential for making a new kind of meaning, like when the the french revolutionists realised that, linked together by the printing press and a common language, they could attempt a democratic republic, or edgar allan poe realising that the feudal nostalgia of the south was perfect for staging futuristic literary effects. so the conditions for meaning have to already exist in the world for someone to make use of them creatively.
