What matters is the sound, whether it's a consonant- or vowel-sounding phoneme. A perfect example: y. Sometimes y is a vowel and sometimes it's a consonant. It's a consonant when it's a ya- sound, and it's a vowel when it sounds like a long E. Additionally, there are words in which either is fine, like a or an historic [occasion, etc.].
