Do you think that in the modern age, he is wrong then? That force no longer is always on the side of the governed? to me this seems to be the case, or at least possible, due to the fact that a small handful of sociopaths in arlington can choose to nuke the entire planet and kill everyone in minutes if they wanted. Then again, propaganda that influences opinion, bernays style, is at an all time historical high, which maybe theoretically shouldn't be needed if the threat of force was enough.
