So if your legs are the biggest muscles in your body doesn't that mean that your legs should be the highest priority for putting on total muscle mass

The biggest benefit of exercising is the way it improves health through hormonal and other means, legs are the biggest and easy to train so they're a good one to focus on for those effects.
It's also the best way to improve things like posture and confidence, well trained legs let you stay comfortable standing and walking for longer.
The 100% biggest issue with modern society is how underdeveloped peoples legs are, I should really write a book to share these insights with the world.
