We aren't blank slates, and the knowledge of "unchanging truths" is innate and could just as easily be described as recalled or realized, as opposed to "learned". It's actually not possible to "forget" those kinds of things in the first place, since there are truths which I will be aware of to some degree no matter what the situation is, and this has nothing to do with knowledge gained through experience or empiricism.
