Are there any horror-writers that has the world-building that King is great for but knows how to land the ending, unlike King?

Not sure about King but you might want to look into Laird Barron, he has built a mythos that is explored in some of his stories kind of like rhe Lovecraft mythos.

Check out The Elementals by Michael McDowell. Great prose (better than King's) and very well rounded characters. It's a great horror novel.
If you want something very similar to King, check out Let the Right One In, by John Ajvide Lindqvist. I found his writing style to be very similar to King's, but it's a lot bleaker and more unsettling.
If you want a King novel that sticks the landing, go for Misery. One of his best.
