Books will not magically give you empathy if you are bad at it, but if you have it, reading books will 100% help you understand and empathize with different lives people live, different ways of thinking, and different ways of being human and different ways of making mistakes. And with that, it will make you kinder and more understanding to different people or behaviors that might have annoyed you in the past. And yes, that will make you more likable and easier to talk to.

But again, you already need the capacity for empathy to get anything out of it. Do not read hoping it will magically make you good at flirting or something.
