There should not be any lights at night. People should carry a torch if they need to see, and cars already have headlights (which are far too bright as it is, they should simply slow down and drive more carefully, and slowly. I like winter because the cold weather forces people to stay indoors and stop scurrying about everywhere. Think about how our ancestors used to look up in the sky and see countless stars.
