He was in heavy debt for the last ten years of his life and had to resort to writing yearly books to make up for it.

First of all, what do you mean by "success"? Commercial? General fame? Critical acclaim?

In pure terms of money, the modern slop writers surely beat him: Agatha Christie, Colleen Hoover, Danielle Steele, Barbara Cartland. Stephen King. J. K. Rowling, etc

Georges Simenon sold a lot of books I think.

If you want "commercial plus critical" then Dickens would be my bet for the 19th Century. For the 20th, I'm not sure. Hemingway was pretty successful.

I don't know how OP isn't aware of this, it's like one of the major events of Scott's life. I believe his books weren't even making the publishers money after a certain point and he waas getting fucked on the weak copyright laws of the time losing him tons of money on pirated editions abroad. There's an entire section of his wiki page titled "Financial problems and death."
