Even Iran mostly uses the system to keep it's clergy in leisure rather than actually being autonomous.I know the Ismailis focus heavily on this form of zakat but they don't really have a state. The entire thing is actually based and can actually solve some major economical problem in this world, but everything is only in theory and I never seen that thing being practiced in real life.
