Well, I don't know about apps, but there are certainly graded readers for Ancient Greek that start from the very basics, like Athenaze.

I like Athanaze but I would prefer standardized readings with it all the way to the advanced. I am using the JACT course because it has audio with it and I find keeping correct Attic pronunciation while reading much trickier than classical Latin
