It takes two to three times as much ink to get a good white on black paper compared to black on white paper. More ink means it takes longer to dry which means you have to run the presses slower so they don't imprint on each other in the outfeed. Black paper has to be dyed. White ink is more expensive than black. The costs add up.

It is also a major turn off for anyone who likes to annotate their books.

Dark mode for electronic screens only makes sense because the screen is also the light source, so with dark mode you can read in an otherwise dark room.
Here you would still need an external light, completely defeating the purpose, and it would be more tiring on the eyes to go over such contrast in a lit room or sunlight. Plus it would be five times more expensive.

Having said that, the book here does rather readable.
