If you are ok with ignoring 99% of the book, twisting around the 1% you don't ignore, and then there is his use of genre as conspiracy which most genre fags will probably get triggered by but is not really an issue since they probably won't get it.

There is certain Robert Rankin, who writes satirical Scottish fantasy - in at least two of his subsettings space is filled with air and giant Victorian tesla-punk airships fly through it inside Solar System.
I'd recommend you to read him from the beginning as certain characters-events-running gags etc refer to his earlier books whereas victorian teslapunk only fully appears roughly toward the last third of his books. Knowledge of 60's to 90's British and USA media is recommended.
