>>25178750There is certain Robert Rankin, who writes satirical Scottish fantasy - in at least two of his subsettings space is filled with air and giant Victorian tesla-punk airships fly through it inside Solar System.I'd recommend you to read him from the beginning as certain characters-events-running gags etc refer to his earlier books whereas victorian teslapunk only fully appears roughly toward the last third of his books. Knowledge of 60's to 90's British and USA media is recommended.
