How do you write a proper book review? There must be an art to it, where do I begin?

Like with a lot of things, a great first step is just starting and getting some practice in. You don't have to show it to anyone at first, just get into the mindset of putting your thoughts down in a coherent way. Look at other book reviews and try to think about which ones appeal the most to you and why. If you don't know what to write about, pick out some criteria (plot, language, characters, etc.) and focus in on those.

I think to write reviews that really stand out you should acquaint yourself with literary theory and be a competent essayist. Anyone can tell you what they thought of a book, but a good review is able to get at what the author was trying to do and evaluate them on how effective they were at accomplishing it and write about it in an entertaining way.

Seconding this. The recs to practice, read more, etc. are all right, but ultimately the object is to understand the author's intent.

One thing that I found helped me with that was reading writing that's not very good. Not dogshit stuff, but stuff where the author is naive and somewhat obvious. This is the sort of stuff I came across reading stories or novels written by anons on /lit/. A naive writer will be heavyhanded or stumble when trying to make a point, which is easier to spot and see the weaknesses of. This may not be easy to come across though, so maybe look for analysis of classics you've read and use that to practice looking for intent.

Baby mode is when the author is full of shit and you can use your review to say how full of shit he is and how his book is awful
Read the old National Review review of Ayn Rand’s _Atlas Shrugged_
You can also read the Mars Review of Books — they’re trying to bring back the book review as its own art form

Where it ranks in the author's works. What it's comparable to. What it does well or less so. Some particular passage/element that's representative of the whole. Recs of other works in a similar vein. 200-500 words, 1500 on the extensive side (critical).
