Journals do this sort of thing to stop people from submitting their thinly veiled unpublishable rants. It works well.

I don't like ICE but it's weird for organizations like anime conventions and sci-fi magazines to seethe about them when only like 1% of their readership are illegal immigrants. I guess there's a precedent for this sort of thing though.
