Federal Constitution
of the Swiss Confederation
of 18 April 1999 (as of 3 March 2024)

Preamble
In the name of God Almighty!

The Swiss people and the cantons,

in their responsibility towards creation,

endeavoring to renew the Confederation in order to strengthen freedom and democracy, independence and peace in solidarity and openness to the world,

willing to live their diversity in unity with mutual consideration and respect,

aware of our shared achievements and our responsibility towards future generations,

certain that only those who use their freedom are truly free, and that the strength of a people is measured by the well-being of its weakest members,

adopt the following Constitution:

Article 2 Purpose

1 The Swiss Confederation protects the freedom and rights of the people and safeguards the independence and security of the country.

2 It promotes the common welfare, sustainable development, internal cohesion, and cultural diversity of the country.

3 It ensures the greatest possible equality of opportunity among citizens.

4 It is committed to the long-term preservation of the natural foundations of life and to a peaceful and just international order.

Art. 3 Cantons
The cantons are sovereign insofar as their sovereignty is not limited by the Federal Constitution; they exercise all rights that are not conferred upon the Confederation.

Art. 5 Principles of the Rule of Law
1 The basis and limit of government action is the law.

2 Government action must be in the public interest and proportionate.

3 Government bodies and private individuals act in good faith.

4 The Confederation and the cantons respect international law.

Art. 5 Subsidiarity
The principle of subsidiarity must be observed in the allocation and performance of government tasks.
