It's May already and my writing plan is not just going slowly, it has crashed and burned.
I refuse to write pure slop for the exercise itself, but I am also lacking a fun setting to wrap around a more meaningful story.

This is a thread to share tips about getting unstuck with your writing.

I am not against having a glass or a few, but:
First, it's too unhealthy.
Second, and more on-topic, drinking never brings me good ideas, but it brings me a headache and I can't do any writing the day after, because I want to sleep.

I like outlining and as of today, my last outline hit a road bump and then collided with a roadside three.
I can fill the page, but it does me no good, if it's just a lukewarm string of words that leads nowhere.

Writing to exercise and build a habit is alright, but it can easily become a circle that never produces a readable story. Let alone a coherent long story.

if you already have a habit this advice isnt useful for you but if you dont have one you need to get one because its the basis for everything else

It's very easy to never write a structurally sound and interesting story even if you write 5k words a day.

Your pic contains the best one out there. In other words: get a story. Are you writing fantasy? Study mythology, folklore, old literature. Are you writing somethig more modern, psychological? Read everything like that.

Usually i start out with a theme im interested in, like joy or grief or freedom

then i extend that by writing what is called a theme statement, this is basically an observation or opinion on the human condition.

theme statement: sometimes id be willing to attain freedom at all costs

then i pick a subject, usually myself, but it could be anything, could be a bird.

then i pick a tone, for instance, ill write it angry. but it could be any tone, like sarcastic, or sad

then i think about all those things and think a lot, and get to writing, i write poetry, so i try to think of sensory things like touch, taste, smell, image, and also metaphors

This is a good breakdown and a fairly common way to approach planning.
A good reminder that you can break a central idea into it's elementary feeling or value.
Returning to the OP, the main issue seems finding a fun subject. Unless, the core theme/idea itself is not engaging enough.
So there are two solution to "changing the subject".
One, changing the subject of the setting.
Two, changing the core subject that acts as a theme.

Easier said than done, but helpful nevertheless.
