Hmm, I want to disagree but Rabelais, Lautreamont, Baudelaire, Proust and Flaubert prevent me from it, though i would say, though they have a greater number of amazing writers, Britain with Milton and Shakespeare, Germany with Goethe and Italy with Dante are of higher quality than any French writer, in my opinion except for Rabelais.

France has the greatest literary tradition in vernacular from the Renaissance onwards. Germany comes at second place because of some gigantic figures like Goethe and the glorious 18th-19th century of German cultural supremacy.
The British/Irish division is odd but it serves to devalue each tradition, but even united I don't think it would be enough to take up the second place from the Germans. Some of my favorite novels have come out of Britain, and their poetry is sublime but not comparable to French verse.
Russia's influence is wildly overstated, and outside of the 19th century novel it's unremarkable.

Very fair, however, I’d probably say that though I agree with French poetry generally being the summit, I think the absolute greatest Britain has to offer in poetry ranks above the French. And as for Russia I agree there too, except for one thing, Bely’s Petersburg, which is in my opinion second only to Ulysses in modernism. Though I suppose one novel isn’t really enough in this case.

America, obviously. There's just more variety, and despite what campists say, America has produced more great works in it's short lifespan than any other country on earth. Britain is a close second, and France ties with Russia for third. Anyone who picks ireland or germany is kidding themselves

Just as there is one between modern poetry and classic poetry.
It is a shame about the British novel though, they to me are emblematic of the “novels as frivolous entertainment for women” phenomenon in the 19th century. Though there are a few standouts like Wuthering Heights and in the century prior, Clarissa.

Contemporary British authors write spineless, bland, milquetoast books.
British 19th century realists like Dickens and Austen wrote novels with interesting critiques of British society but are unbelievably dull to read.
