It is intellectual laziness. There is always a better way to write what you mean when you settle for an adverb. I could understand using them in your first draft just got get the writing down on the page, but you should come back and rework the sentence to be better. It reads like a first draft because of their inclusion.

You really can't be serious. If there is a rule it would be "when writing, avoid adverbs as much as possible" not "avoid reading anything with adverbs."

You know what you should do you insufferable piece of trash, read Orwell's essay on the best English pub. He lists ten things that the pub has that makes it the best. Then of course at the end he reveals that the pub doesn't exist. No one pub has all ten qualities. And no piece of writing is going to have everything the way the reader wants it, whether what they want is painfully gay (whatever you will deign to read) or era-definingly based (1984).

First of all to use your example, OP, Winston goes in quickly...but not quickly enough...etc,
Presents some telling detail about the state of the surroundings in a way that is linked to the character, not just Winston hurried in through the door, and some dust followed him.
It instead links it to the notion that the state of decay is ao bad there is no escaping it, hinting at the futility of Winston's circumstances from the very first paragraph.
What are we all ultimately? Dust. No out running it. Doesn't matter how much determination you have, it's just grittier dust.
Instead of being autistic about advice for undergraduates, humble yourself before a work and give it the benefit of the doubt that enhances the reading. It will ultimately aid your own writing whether it was intentional or not.
