I've in fact heard people, some on this board, compliment books because the human characters didn't feel human. Fans of Bret Easton Ellis often say this, actually.
It's genuinely a matter of taste and intellectual viewpoint. For instance, misanthropic writers like Houellebecq portray humans in ways that I personally find repulsive and inartistic, but if I was a misanthrope I would no doubt actually find those depictions compelling and truthful.

It seems that Melville here is actually defending his portrayal of inconsistent characters on the grounds that it makes them feel more human, not less. And I agree with him. When I say a character "doesn't feel human", usually that means I think they feel exceptionally one-note or cartoonishly exaggerated. A character that feels inconsistent, contradictory, or ambivalent is actually more likely to strike me as genuinely human, unless those features don't add up to a greater whole or coherent portrait.
