Men like Jamitov and Bask were all too glad to use that as an excuse to seize power, while it's easy to think of most of their grunts to just be disgruntled vets and youths.It's a common theme in gundam for military personnel to either be extremely straitlaced or wildly belligerent.
There's a whole episode dedicated to the hypocrisy of the Titans when Char gives his speech at Dakar. Jerid makes it pretty clear on his position with the Titans to the chagrin of his fellow officers. Titans are about maintaining power and because they have the power they have the authority to do what they please.

Zeon of course had more good people because it was a nation plenty of people who didn't quite agree with the Zabi ideals but still wanted independence for them homeland or various other reasons to join the army. The Titans on the other hand were a smaller organization that at its base had less noble ideals and was harder for joe everyman to opt into likewise for more powerful people they could just stay in the regular EFF forces instead of join the Titans.
