I don't know because Dragonballs are inconsistent. The movies imply mechs like the Pirate Robot, Dr. Wheelo, and Cell can keep up with Saiyans, but then you have Nappa going on a rampage with brute force cutting thru armies. Goku has the excuse of being too dumb to leverage his power, but Freiza doesn't seem the value in Great Ape fighting mechs so he killed them and kept Nappa. Really Toriyama's editor hated science fiction because despite the Mangaka being a gear head. He complained that Goku lost to pretty much Kikaider and Hakaider as villains. It's the reason Cell looks more like a Toku villain
