They could possibly make it so it turns out another Animus character had survived or is powerful enough to become the new leader of the scattered Willforce units and plots to rebuild. The Arc team alludes that Getter Emperor is still a concern. At no point in the base game were Combattler V's second season enemies even mentioned, (Deus was mentioned in the glossary but I don't put much stock in the glossary descriptions reflecting what happens in the game since it's Barao entry also describes Reiko dying in the show), the Macross enemies that weren't Keith leaves and never show up again after you defeat their units, not even during the end of stage event when the kid leader leaves with the remnants of his people, this might be because they're coming back in the expansion as Zettai Live (further hints include Freyja sometimes musing how she doesn't expect to live long due to her race but nothing else comes of it right now). Sistis is still alive, so she could potentially return either as an ally unit. I only used Lelouch's tactics like... maybe 5 times total. He was there for support defends and to bring C.C.'s Bless casts with him

Lelouch also has two spirit pools and not many people want the handful of Tactical Commands that you get for free. He's also be broken as fuck if the Offense/Special Commands didnt take up a turn since those are akin to adding +10/15% (15/22) damage before armor.
