Kuuga and Saber are the best when it comes to world-building although Saber is definitely far from being the best written show. But the best at writing overall is most likely Kuuga, since out of all seasons it's the one where I struggle the most to find flaws with its writing or in general, the biggest issues the usual Arakawa stint where he wants the main antagonist to be as lovecraftian as possible thus resulting in the antagonist feeling underdeveloped with a rushed ending even though his stories are far from rushed each time.
