You get assigned a "Hukou" which designates where your assigned residence is. If you get caught living and working outside where your Hukou assigns you, the government can deport you back where you're supposed to be. This happens because large parts of China are totally shit to live in and the government feels it needs to force people with coercion and social benefits to keep rural people from flooding into the coastal cities
