Gato was good enough to have his own custom colors Rick Dom at Solomon, before he became the Nightmare. He was also apparently one of the few pilots who could excel in the Gelgoog, a machine notorious for being rough on pilot so he had skills to back up the merit. It's more likely he just did not have any notable political connections that he could have used to get some one-off custom for himself like a Rick Gouf or a Dra-Zudah or something stupid and resource wasting like Zeon prefers to do.
