It's also probably that the expansion concept was done because it let them reuse assets and double-dip whenever they made a new title. They somewhat stopped doing that when they started reusing assets wholesale from other titles with the souls games. They don't really need to make bloodborne 1.5 level pack edition because they reused models and animations for it elsewhere anyway. It's more likely they'll just make armored core 7 with a bunch of stuff that reuses attacks and AI but doesn't look the same.
