The finals had anyone not eliminated, you just had to survive long enough and get to the ring in Neo Hong Kong. That's why Nether made it, it never fought before the finals since it was in disguise the whole time.

The recent Manga did something interesting by having more figthers arrive, but most get eliminated in a free for all right before the finals begin.

I have finished it and it was peak.
Perhaps my second favorite Gundam show after Zeta.
