Having played with it some, Preemptive Strike is insanely good for any PVE unit spam content. Like ridiculously so. SSR Xi is going to be quite good for chaff clearing, Penelope takes a ton of EN so can only do so much without MLB and an EN recharge ship but it obviously hits harder. Woulda been nice if it had another weapon with it. If they ever give this to an attacker it'll be bananas.
