Too many undeserving shitters already got it. Should've just made it the biggest ultimate coordinator buff so only Kira and Cagalli got it (though maybe with an Extended-like downtime afterwards since hers wasn't intended). That's how you can explain her contributing in battle despite only piloting once a decade

At that point Kira basically won because he got Rau to admit that his own view was warped but didn't care which makes any further debate pointless.
