The decline started in the early to mid 2010s when Netflix got popular. The average consumers "movie budget" (the money they used to spend on buying physical discs) just went to paying for streaming subscriptions now. Because of that, production runs of physical discs have gotten smaller and smaller. Consequently, the price has gone up. Some stores don't even sell Blu-ray anymore (like Best Buy), or drastically shrunk down their movie sections (Target and Walmart) to make room for other electronics that we'll better.

Considering how much is being asked for Re:Rise there, you can just get the Japanese Compact version for about 150$ for the whole series. It is almost 1 for 1 with the English release.
