because I'm going to assume that's lv4 sleeves doga in 700, which is very much capable of getting 223k damage, since the LV4 is capable of overtuning and can use some pretty ridiculous custom parts, especially with its high 45 ranged strength before any parts are added
the main rifle alone is 925x5 (4625) each burst on a suit geared towards ranged shooty
not to mention 1050x3 missiles, 1800x2 fausts that reload every 5 seconds, 625x6 rush funnels, 575x2 follow funnels that can be shot 6 times
if he fully utilizes his arsenal and constantly spams his uncharged BR and fausts, he's doing a lot of damage indeed

higher damage is possible, though, i've seen upwards of 300-350k in 750 in pure stomp situations

the peak hours are sadly somewhere along 3-4 AM and 10-11 AM for you (they're 8 AM to 4-5 PM for me)
if you're playing on console it'll be easier since there's more players, but on PC you have to rank up as fast as you can to B flat or something to find matches consistently, A- at least if you want the fastest queues.
when you get the chance to play matches, play as many low cost matches as you can, as that's where the bulk majority of the playerbase will be. most new players will not have access to high cost suits, and they won't realize Sazabi is available since he's 280k DP in the shop
