The official answer from the show is a person who pilots a Gundam, which uses permet to interface with the body/nervous system of the pilot but in turn inflicts harm on the pilot. But how does it do that, and why is the pilot stigmatized for it? Like, the show wants us to think that Witches have permet embedded all throughout their bodies and that's why they have those colorful skin rashes, but Eri somehow was a Witch despite being a literal toddler (clearly she was too young to undergo any type of surgery for it), and Lauda never had permet in his body despite piloting a Gundam. The show never gave us a clear definition.

Why not just create a not!Federation and not!Zeon for the backdrop to focus on a vengeful Ochs Earth planning seizing Benerit's power? You could still have Shaddiq and all the other terrorists involved in the conspiracy, just with a much clearer plan and way less factions. But alas, they fucked it up.

In episode 19, when Prospera breaks into the Ochs Earth cache, she reads the pilot code names and machine names, before revealing their affiliation as Ochs Earth Corporation (through the surprised exclamation of Belmeria elsewhere). It's very easy to misunderstand that Prospera might have only meant that the Gundams were tied to corporation, but it's clear she's speaking about both the MS and the pilots as Ochs affiliates.Their official profiles also only said that they were "dispatched by DoF", while clearly mentioning with other DoF members that they were members. Moreover, the lorebook, once again, made this incredibly clear, when the DoF section says that their Gundams and Gundam pilots were supplemented from an outside source. In other words, Ochs didn't just give DoF Gundams, it also gave them Sophie and Norea.There are other hints as well. Nika had not met Norea and Sophie before episode 13, and Nika had to find out their identities through checking their sponsors. Norea and Sophie were also investigating Pharact (despite DoF not being able to produce its own MS), and knew about the historic development line of Lfrith models. Sophie rants about wanting to kill for video games, despite seeming to own a Nintendo Switch -like gaming console, which points to the fact she gets paid or rewarded from piloting. The Vanadis Heart manga also mentions that Vanadis believed in childhood education that included making kids play with plushies (Sophie) and draw things they see (Norea), again pointing to the idea that they received their education at Ochs. The main antagonist of Vanadis Heart is also literally raising child soldiers to pilot Lfrith Gundams.

If you don't realize it, you actually miss the pretty important plot point about Sophie and Norea being foils to to 4 and 5, since all four are corporate child agents being exploited by the existence of Gundams. 5 and Norea are more obvious, but 4 and Sophie are more easy to miss: Both are people clearly interested in Suletta, wanting to become someone close to them as either a sister or a love. They both are jealous of her in some way, both leave an impression on her, and both die indirectly because of her relatively early. Suletta managing to end a conflict without anyone being hurt or killed by a Gundam is also the reason why 5 is smiling down at the permet ghosts of Sophie and Norea in the ending. In other words, it's supposed to be a happy moment, when three people exploited and killed by Gundams reunite to see that Gundams are more than mere machines of violence that can only kill and destroy.
