The alternative pre-spaceflight world and astronautics sequences were great. It was interesting to watch all the way through despite the threadbare narrative (the psychological development of the main character was significant, anyways). Nothing needs to be said about the ending sequence, but the small, imaginative details were really cool. The weird oxen, the circular televisions, the strange (weirdly pronounced Japanese?) language of the southern Republic. Etc. The whole thing felt very immersive for a single film production. Would be interesting to read some lore on this world.

I recommend watching the commentary DVD with Yamaga and Akai, pretty fun and lots of little bits of lore or stories about how they came up with these little details of worldbuilding.
This old Manga Films DVD has the commentary and also has some extra footage of different still images (concept sketches, etc) set to the soundtrack of the film (and also soundtrack outtakes iirc)

I like how every character has a unique face structure, features and height, it makes it feel even more of an organic world.

Been a good while since i watched it.
So i may be misremembering, but always thought it was 50/50.
Like, at that point, Shiro was pretty burned on everything given that the media was ridiculing and making some sort of political statement about the rocket. When he saw the girl again, he saw she had cash which she had previously said she despised because sin and stuff, so he misread the signals, needed an output for his frustration and thought he was good to go.
There really was no malice involved and Shiro seemed embarassed, so they moved past it.
Never understood why so many people fixiate on that scene in particular. I mean, yes it's a shocking scene and it can come off as out nowhere for first time casual viewing. But it makes sense in the context and it really is a brief instance compared to the rest of the film

It's set something like 50 years after the events of Honneamise.
It's about the air force rather than the space force.

if you look at his actual art for honneamise they clearly use the same style of face he uses for eva
the characters were probably cleaned up by another artist, likely mahiro maeda since they brought him on from ghibli

Hmm but Sadamoto is credites as the character designer for the movie.
The art you posted isn't concept art but art that was released later IIRC. That's from the Alpha art book which was pre-Evangelion but post-Nadia, at the time Sadamoto was also doing the Aoki Uru art (such as >>23765040)
I think he realized his distinct style with Nadia, the way he draws pointy noses and the big eyes, but before that he made rounder noses, if you check his very early stuff.
