Why did they mass produce the F91? Even if it's a limited number, if it had less tech and performance than the prototype couldn't they had just made a new simpler MS with F91 as the blueprint that's capable of using VSBR instead of having the F91 with less features? It's not like they can't do R&D knowing they made a bajillion F90s. I feel like it reduces the novelty of the F91 as a state of the art MS.

Because they decided it's a good idea.
You could imagine it was a panic response to prevent another Cosmo Babylonia, some higher ups wanted nasty scary really strong Gundams that can murder anyone that doesn't like them and F91 just proved itself. Do the bare minimum to lower costs and just roll it out like that, SNRI doesn't have the knowhow to do a truly cheap and cost effective MS anyway and Anaheim is doing the Jamesgun and Javelin projects.

Logistically it's weird though. The F91 tech and computing is supposedly within the armor, if the MP is stripped of that it's the F91 frame with standard armor plates, where do they put the rest of the computing? They're putting money on a handicapped pseudo F91, better off making something new or even making a couple F90s with VSBR. It's like a horrible showboat project. I feel like it just shouldn't exist.

But if the reason is because a true F91 is that expensive and bleeding edge I guess it does preserve the novelty of it. Just felt like the design should be a bit more different in the manga, like how the MP Nu is noticably different.

The bio-computer was mostly a newtype direct mind connection control device, sending and receiving data from all over the F91's body to the pilot. Unlike the psycommu it could be used by normal humans, but only a newtype would get the most out of it anyway.

Removing it just makes the MP91 into a standard mobile suit with a standard control system. And since most pilots aren't Newtypes, it makes sense they'd just cut it out of the MP version.

That said, there are sources that claim the MP versions still have it, they're just inferior/cheaper somehow.

MEPE is first and foremost a consequence of the high performance mode when synced with a Newtype pilot, removing that doesn't mean it doesn't have circuitry integrated into the armor.
And it's not like F90 would be any cheaper, if anything it's even harder to scale up since it's more of a test machine. F80 doesn't hit the same performance either.
F91 is a streamlined, complete package as-is so it's good for the job.

It's still there. Harrison Madison's F91 has the face open to support the Full Operating Mode which is a feature controlled by the Bio-Computer. The only thing that actually seems to be missing is the MEPE.

I see. Though it comes to the same conclusion, the MP really reduces the novelty of the F91. Since I'm pretty sure this is the first Gundam to get a proper MP treatment with almost 1to1 specs. Just kinda bugs me.

I think it's Hasegawa's idea since it doesn't seem to be mentioned in Tomino's outline.

That said, Tomino did have the mass produced Victory Gundams in the 90s, so that's probably why Hasegawa went with this.
