Can we admit that Kamen Rider's quality hinges on having four and more riders, as seen with Ryuki, Gaim, Ex-Aid, etc...? Because as seen with ZEZTZ and Wizard, the old idea of having two or less riders has no longer worked since Showa ended and producers should give up on it.It's no secret around that Sentai is more beloved than Rider on average, especially in Japan, precisely because it has 5 and more heroes that bounce each other off well.

It is harder to make a show with a low amount of Riders interesting and entertaining, since there has to be more effort put into the civilians' writing to make them stand out.Zeztz basically has 6 Riders, they just don't call half of them Riders, and the only one the show really lets us get attached to is Baku, which alongside the mostly unremarkable civilian cast makes up for one of the show's major problems.
