You just summarized the problem: it's a bunch of one and dones squeezed in a one episode format. It doesn't do two parters like Rider to give it more breathing room and it doesn't really have the motw like sentai/rider because there's only one monster suit. It's basically a flat show with no audience appeal,

Episodic with only one monster is theoretically doable, it just needs to transfer to "victim of the week" rather than "monster of the week."
But Infinity is spread too thin. Between the multiple Gavans, episode villains and doing multiverse worldbuilding, thus far there has been very little space for the episode plots to stand out.

Regardless of the quality of the rest of the show, I'm honestly kinda of shocked by the crab monster thing. I know Sentai tried to use modular mecha/monsters as MOTW for a while but they usually had unique parts and regular MOTW to go along with them.

Because the villain of the week is the face actor. This is just Toei trying to see how cheap they can go since they don't see much value in making MOTW suits.

I was honestly surprised they went all in on the domestic abuse angle. I appreciate that the part with her being glad she ultimately confided in the police regarding the abuse wasn't super heavy handed.

They probably realized that kids don't care about fighting different monsters as long as they have shiny hero suits. It's not like they make monster toys.

This episode reminded how much I miss a rescue hero team

The episode was just kinda average, while introducing a new recurring character into Luminous' world could be interesting, I didn't find anything about this phantom thief particularly interesting. I like the concept behind the case of the week but with each episode I'm more confused as to what did Tomioka mean by Gavan Infinity being a homage to "Seibu Keisatsu" era because so far it doesn't feel like that at all. The comedy is mixed bag, I liked Kiki's reactions but otherwise I found the episode unfunny, I really don't get why I'm finding Gavan Infinity so unfunny when the staff made Boonboomger which at least early on was decently funny.
