They let down the people on Side 1, they let down the people they sell out to Haman by negotiating with her, they let down the Africans, they let down the Dubliners, they let down Judau personally. This hostility that is festering between a few Federation politicians and the rest of humanity is the whole ideological basis of Char's war, why anyone supports him. In Zeta, it appeared to be just the Titans who were despised by society at large, with only vague implications of the wider Federation being bad (mostly in that they keep supporting the Titans right up until Dakar).
