Compared to early Heisei, the Reiwa era has been pretty generous with secondaries giving all of them final forms and at least one form change before the final. So I don't know why you're saying it's a "problem now" when it was rare for a secondary to even have other forms than the final form (if they even got one) in the Heisei era.

Why is Sasword's Masked Form so aesthetically different from the other Riders? It barely adds any extra armor and it's mostly those orange cables. He doesn't even have a ZECT logo anywhere.

Apparently they rewrote his character after casting to better highlight his actor's strengths.
