Why can't the Federation use the existing terraforming tech to unfuck Earth? Dakar desert should be a solved problem.
Do we even see terraforming happen at all in UC? Building space colonies is an entirely different science, and we've seen that the Federation's prevailing mentality of "take resources from the space colonies to sustain ourselves" pretty much ensures that there will never be a need to terraform Earth, develop any sort of terraforming technology, or repair any of the damage done over the decades and centuries.
