The whole point of the Unicorn plot is that they did attempt to explore that direction but end up stumbling on some big event that makes them fear that power and shy away from that research, which is why you don't see the F91 and Victory pulling energy auras, barriers, psychically boosting attacks, etc (that even the Zeta and ZZ could do).

And it's power scaling is off the charts with black holes, warp drive, nanite bombs, galactic scale battles, super healing, etc. Fukui loves his power scaling and magic. So no problem there for Fukui.The issue is when you ask Fukui to write a realistic and grounded story with some politics and a moral message. The Fukui struggles big time. Like Tomino said, "The new generation of anime creators have no life experience. They struggle to tell meaningful stories to the audience."

Fukui struggled with writing a TAG adaptation but only because scripts to like episode 8 were done. After that he just started using Tomino's old memo notes and even asked him how the show was going to progress but Tomino didn't even know at that point. All of that voodoo shit was IN Tomino's early draft materials. So no, it wasn't fucking Fukui as always.
