I think ECOAS got shit for being Titans-lite while acting as a secret police force for the higher ups in Federation command. But it's a core element of late UC that the Federation went on the decline so they weren't exactly able to prop up a Titans type of group.

How much of Jamitov's scheme revolving around Stardust was Bask in on? I haven't seen 0083 in a while but thinking about it, I wouldn't imagine he would go along with helping Cima due to his overwhelming hatred of spacenoids. I could see him letting the colony through though, he was willing to nuke jaburo
