Its propellant, to help propulsion at least in Gundam UC like behind the Sazabi and RX78FA. Its compressed gas to help them maneuver in space. I dont know why in 00 they have them at all because those mobile suits work on the ground. Pressurized water wouldnt work, and fuel wouldnt make sense if one small spark like crashing into something would cause them to blow up lol.
