Why does the conflict in Zeta feel so different from the One Year War? 0079 was focused on White Base yes, but you could tell there was a wider conflict going on and it was just a small part of it. In Zeta it feels like the AEUG barely does anything that doesn't involve the Argama and Radish. Really the only time they show other parts of the conflict is when they meet up with Karaba on Earth.
Why is this?

It's a much smaller scale conflict. AEUG isn't very big, and the Titans are just a branch of the Federation military, albeit a big and powerful one that's backed by the rest of it.
