Why do people care about cozy glow being turned into stone at the end of the series? In basically any society in history if someone tried to do an equivalent level of damage they would have probably been killed in some horrifying manner even if they were a child. Getting essentially frozen with the possibility of being unfrozen at some future date would to most people in the world and history be seen as too lenient. Same goes for almost all of the other villains. Sombra was the only one to be treated normally.
